You should be able to reinstall windows 10 just fine. (it will automatically apply the key that was associated with your previous copy.)

Right click the start button go to settings type 'size' into the search box

One of these 3 options should be what you are looking for
'Small Icon size'
'Large Icon size'

Programs is a mesh of 2 folders.
Right click your start button, go to 'open' look for a 'settings' folder here
If it's not there, right click the start button again and go to 'open All Users'

That setting applies to the start menu, not windows explorer. All classic shell affects in explorer (on windows 10) is the addition of a toolbar
Basically your issue shouldn't be related to classic shell.

I haven't heard of anyone lose classic shell completely after uninstalling it. you should be safe. I cant say the same about a system restore though, because a few people have had problems with 'fresh' copies of Windows 10 fall creators update

you are confusing the desktop with the start menu.
but there is no simple way to transfer all of your shortcuts from classic shell to windows 10's start menu without pinning them 1 at a time.
Those shortcuts (and the rest of your settings) should be preserved if you later reinstall classic shell
