It's a modular shell. It doesn't modify Themes though.

Alternatively, Start9's Taskbar offerings could easily provide such options.

Start9 isn't exactly ready for day-to-day use as of yet, though, so atleast for the moment, Jcee's solution would definitely be the way to go IMO.

I didn't notice, and still don't see the difference between the windows classic for windows 7 when it came out in 2009, and the classic theme for windows 95/98 which I linked. You can change the title bar colors in windows 7 to look exactly like the windows 95/98 theme that I linked. If it has bugs...

The only thing its lacking is categories and full screen mode ;') Categories are present, albeit lacking headers and drag-rearrangement capabilities, and fullscreen mode is in the works. @Splitwirez, You can already have Classic Shell not autostart when Explorer starts by unchecking "Start automatically for this user" on General Behavior tab. Run it manually from C:\Program Files\Classic Shell\ClassicStartMenu.exe. I've never found that that Setting reliably disables it.....

No, it blurs whatever is behind it by the same amount no matter what opacity you pick, even 0. Also the alpha channel mask could make for some interesting taskbars. What would be REALLY sweet is if you could choose a 2nd alpha channel mask to create glass that distorts the image behind it depending...
