FWIW - I was encountering this same issue (Explorer locking up all waiting on one thread; usually happened after resuming from sleep/from unlock). I rolled-back Classic Shell to 4.2.4 and so far the problem has not manifested itself

| Thanks. I was using 3.5.1. For the "Apps" submenu are the items in that sub menu something that can be moved around to different folders/submenu in start (e.g. moving "PC Settings" to a "computer" folder, or "Cut the rope" to a "games" start folder)?... |
