Yes this issue was reported by another user: viewtopic.php?f=7&t=7748 However I don't think it's even on the priority list of things to fix given how awful Windows 10 is and given how busy Ivo is with other tasks and less actively developing Classic Shell.

As a workaround, you could use Group Policy Preferences to create shortcuts on the user's desktop.

There's only a global Windows policy setting: User Configuration\Administrative Templates\Control Panel: "Prohibit access to Control Panel and PC settings". Even Win+I directly and easily opens Settings so unless Settings app is prohibited at system level, suppressing it only via Explorer ...

Right click in an empty area of the navigation pane in Explorer itself and uncheck "Expand to current folder". You can also check/uncheck "Show all folders" and see what suits you. Both these are Windows settings and not related to Classic Shell.

You can fix the text of the Shutdown button. Open C:\Program Files\Classic Shell\StartMenuL10N.ini as administrator.

Find the line under en-US (English) that says:
Menu.Shutdown = &Shut Downaaaliiiiiigi

and change it to:
Menu.Shutdown = Sh&ut Down

It's the button around which there is a red box in the picture above. Unfortunately, it only works if a single item is selected. It doesn't work for multiple files.

But if you use StExBar, it has a button that works for multiple files and adds double quotes too for long paths.

Classic Shell cannot fix anything in the files pane of Explorer (the one which shows files and folders). It can only do some minor fixes to the navigation pane (the one with only folders).

Are you talking about the folder pane of Explorer or the files pane? Which view of Explorer are you using?

Can you show a screenshot or video of the problem to help us better understand it? Clicking a taskbar icon opens that app if it's not running. If it is running, it minimizes it when items are not combined. Simply exiting the Start menu is enough to undo its effects (right click Start button -> Exit)...

Yes, you just type the name of the skin. The Group Policy Editor places a lot of restrictions on the UI. It's not like the Settings dialog where the developer can easily customize or build his own UI.

To test if Classic Shell is the cause, you can temporarily exit the menu. Right click the Start button and choose Exit or run it with the following switch:
C:\Program Files\Classic Shell\ClassicStartMenu.exe -exit

If your problem persists, then it's not caused by Classic Shell.

Open Classic Start Menu Settings and go to Customize Start Menu tab. Enable the PC Settings item there (Display as a Link). If it is not there, press the Insert key (Windows 7 style Customize Start Menu tab) and change the newly added command to PC Settings.

Why do you think this is related to Classic Shell? Does it happen when the Start Menu is not running and when Classic Shell Explorer extensions are disabled?
