I do not know if this is a normal behavior or a bug, but custom items that are placed as links to programs in the start menu don't have jumplist, even if they are configured to show it.

[CS 4.1.0, Windows 7 Ultimate]

Yes, only real shortcuts can have jumplists. That's because the shortcuts contain a special "app id", which determines which jumplist to use. Custom items don't have that extra data.
