Btw you can always press Alt+F4 on the Windows Desktop and use the Shutdown/Restart options from there to avoid installing updates before shutdown/restart.
Or, try holding down Shift as you click "Update and Restart" in the Start Menu.
I don't recommend changing the text or commands (if you use the Classic style of the menu) because it's actually a reminder that updates are going to happen before you shutdown or restart. So if you're like in a hurry to shutdown or restart thinking that it'll be quick but instead, suddenly updates start installing and wasting your time, the text in the Start Menu actually serves as a warning that you may want to hold off on the restart/shutdown altogether until your work on the PC is done.
