When I click the start button and go to the apps menu my classic shell freezes for about 40 - 60 seconds. This doesn't happen with programs, document, computer, etc. Even after the 40 - 60 seconds have passed It doesn't even display the app menu.

Are you saying the app menu never displays? What happens after 40-60 seconds?
