how do i make hover looks like from win7 to win8.1?

I'm not sure what you mean exactly.
If you don't want the gradient on the selectors,
I faked the selector look from this 8.1 Win+X menu screenshot.
It should look the same, because both menus are off white.

If it's not what you want, someone else can try. :)
