I find thisfree tool called OldNewExplorer on 'How to Geek' web page from July 6th 2016.
I see it as a Classic shell running so it makes me wonder if it may still work.

Old new explorer replaces the explorer launcher fully, so It will work with classic shell. however you will lose the classic shell toolbar, and other such settings
