Ok, here's the second attempt. The first one disappeared when the upload couldn't find the right server.
I installed Classic Shell on my Win8 32 bit machine with IE10 but am having trouble activating the toolbar. I did enable add on extensions but when I right click the toolbar area, Classic Explorer Bar is unchecked. When I try to check it, a window comes up to disable the add-on. In Manage Add-Ons, everything shows as enabled.

Classic Explorer Bar is the toolbar for Windows Explorer/File Explorer, not IE. You need to enable the add-on "ClassicIE9BHO Class". IE already has a customizable toolbar without Classic Shell. Classic Shell does not add any toolbars for IE.
The addon plugin model of Windows Explorer and Internet Explorer unfortunately is common, that's how Microsoft made it, why is why you see a list of File Explorer addons in Internet Options -> Manage Addons dialog.

Thanks but when I right click the IE10 toolbar area, it lists Classic Explorer Bar. Also, in Manage Add-Ons, it shows that Classic IE9BHO Class is enabled but it doesn't appear on the right click toolbar list.

WE and IE share add-ons. That's why Classic Explorer Bar appears there. You can ignore it. There is no toolbar for IE. Classic IE9 only affects the title bar and the status bar.
