I've noticed that with the custom start buttons, no icon change occurs when the Windows key is pressed. Is this by design?

Yes, the animations only work between the normal and the hover states.
There are no animations for the pressed state because you don't want to delay the menu while an animation is playing.

Why not have an instant transition to the pressed state frame, similar to the default Windows button?

I'm not sure what you mean. That's exactly how it works - it instantly transitions from normal to pressed when you press the Win key.

Ah, then it doesn't seem to be working for me - when I press the Windows key, the image remains the same.

It doesn't work with the Windows 10 menu because I have not found a way to detect when that menu opens and closes.
