Classic Shell is unlikely to be conflicting but since it is free and preserves all settings, you could quickly try uninstalling it temporarily and re-installing it. If after uninstalling, Dreamweaver doesn't work, then something else broke it. Because Classic Shell doesn't modify any system files or system mods, everything is its own independent code.
