You must use the Shift key, not Ctrl.
It is supported since earliest versions of Classic Shell.

I'd like to be able to open multiple programs without the start menu disappearing (having it stay on top while the program is loading) when that program is opened with ctrl being held down. The advantage being that the start menu will still be up if multiple programs are desired to be opened in one step. My understanding is that this was possible in versions of windows prior to Vista.
