Apologies if answered...the forum search removes all my search terms when I look for this. I've installed on a W8.1 desktop and laptop. The desktop is fine. The laptop, however, has an empty start menu. That is, it is all blank between "All Programs" and the Start Screen icon. My start page is full of stuff, and I thought that was where the start menu got its content. Thanks for any ideas.

I guess I was confused because the desktop install was full from the beginning. Main Menu was set to "Frequent programs" and started out overflowing, while the laptop with the same setting had none. I've reset to Recent, and now I see that only programs started from All Programs will populate the start menu. If I start from the Quick Launch bar, they do not get added.
Thanks for your help. Bill

@Bowserb, on your laptop, Switch from "Recent" to "Frequent" list in Classic Start Menu settings. Then right click your Taskbar -> Properties. Go to the 2nd tab and check the option "Store recently opened programs". Thereafter programs started from Quick Launch etc will also start getting listed in the Start Menu as you use them.
