When you set any sort order, open Folder Options from the View tab of the Ribbon from that folder and click "Apply to folders". For all folders that use that template (there are 5 templates - Generic, Documents, Pictures, Music and Videos), the sort order *should* be remembered. See this article:

yes I kinda agree its not classical shell, but I cant think of anything else that can do this. I should be able to set any folder in any sort order that I want like I do with win 7. im going to try a clean install again...and the first thing im going to do is try to set the sort order for certain folders the way I want as well as set desktop icons to small. if it does not hold, then I would have to say its a bug in win 10 although this seems to only be happening to me.
I made an image so I can put it back if need be.
