Only for Windows 10 App's icons (not normal programs like Outlook, Crome, etc):
If you put an App icon on the taskbar AND you put the same App ALSO on the Classic Shell menu (on the top menu position), the icons on the taskbar greyed out.
When you remove the app icon from the classic shell menu, (and the app icon return in the recent programs) the app icon on the task bar return normal.
(sometime this is noticeable only after a Windows reset, sometime happen after some seconds but is ever repetible on different PC's)

Yes, the greyed out icons on the taskbar works (also if not visible).

I see. In your case the pinned programs are stored in the "Start Menu" folder. It appears that the latest version of the taskbar is not liking that.
First unpin the apps from the start menu.
Then go to the Main Menu tab in the settings, and switch the pinned programs from "Use Start Menu folder" to "Use Pinned folder".
Finally re-pin your programs.
