Classic Shell doesn't have color and appearance does it for windows 8?

not exactly sure whats being asked?

Skins can be changed to match the color of your taskbar?
you could create a link to the personalize 'folder' if you wanted in the start menu

What I'm looking for is on windows 7 personalization advance setting changing the color and appearance. I'm looking for that in windows 8.

This was only possible with the Classic theme (which is basically no theme at all, and the UI colors were registry settings that you could change from the control panel).
In Windows 8 there is always a theme, the classic mode is not implemented. So what you are asking is not possible.
There are ways to create new themes that resemble the Classic. Look on deviantart or eightforums for examples.
