QTtab has that function...
it can jump your current tab out to a new window
for opening the selected folder to a new window using Ctrl+Right Arrow, go to Settings, Keyboard shortcuts, check "Open Current Folder in New Window".. & Hit Ctrl+Right Arrow

Ctrl+Right Arrow, will also work for the Tabs, which is awesome
