Can I place quick access icons directly onto the desktop, I do not want them pinned to the task bar, nor do I want to use the "start" "program" option

Except for the icons from the Apps folder (the Modern apps), you can create a shortcut to everything else inside the menu on the desktop by dragging and dropping it or right clicking and dropping to desktop and choosing "Create shortcut".

Which icon are you dragging? Try dragging with right mouse button to outside the Start menu and leave the mouse button on the empty area of the desktop. You will get a menu, click "Create shortcuts here".
