Not sure if there is such a template.
Could be as simple as 1 pixel. Then it's stretched.
To have 100% changing texture on a standard V1080 H1920 display at 96 pixels per inch,
taskbar image would be 40 pixels high and 1920 wide.
Most of the time the image is made as small as possible, while keeping the texture parts intact,
with stretching, or tiling to fill in the rest of space.
Same as how most menu images start out.

Just set to stretch, with border sizes 0,0
That has got to be the smallest taskbar ever.
It's that tiny 1 pixel dot below. It works for glass, transparent and opaque.
It's too small to copy to desktop.
