I downloaded Classic Shell Release 4.2 to a new Rulu Walknbook W-10 and lost all touch screen capabilities. I have disabled and enabled the CS setting for touch screen and have powered off and on the unit to no avail. I really want to be able to use CS. Any suggestions would be greatly appreciated.

Classic shell has no settings that disable touch. (only the windows 8 touch functions like swiping from the side of the screen)
Are you saying that uninstalling classic shell doesn't bring back touch functionality? or that it does?

I have personally used windows classic shell on a windows 10 touch tablet

Another user reported this in April 2015: viewtopic.php?f=12&t=4467 Classic Start Menu has a setting to disable its own touch features. Try disabling it and see if your touchscreen works again? Although there is no reason why touch should stop working systemwide.

After installing Classic Shell on an Irulu Walknbook with W-10 the touch screen capabilities have become much less responsive as well as the touchpad. Is there a setting or a tweak to correct this?

Are you talking about touch capabilities when using the start menu in particular, or in general?

Classic Shell should have no effect on other areas of Windows. You can try uninstalling Classic Shell to verify if it indeed is the source of your problem.

The only Windows setting that I can think about that affects touchpad responsiveness is in the Settings app. See this article: http://winaero.com/blog/fix-touchpad-le ... ndows-8-1/
