Microsoft did not provide any way for app developers to implement the multi-user switching functionality in their own menus. They kept this exclusive to the Windows 10 menu and I think, in newer releases of Windows 10, the multi-user menu doesn't work at all - it just takes you to the logon screen - same thing as the Lock action (Win+L). The multi-user menu was properly working only in Windows 8 and initial releases of Windows 10. My Windows 10 Creators Update RTM build takes me to the logon screen.
