Having downloaded and installed Classic Shell, I am not able to change the User Picture or the lock screen picture in Windows 8

The browse button does not show and the two options are greyed out as if not accessible

Does anyone know how to resolve this so that I can change the pictures on both ?

That's surprising. The user picture or lock screen picture is not even touched by Classic Shell. Can it be that it is disabled by Group Policy or in the registry? Try uninstalling Classic Shell temporarily. If uninstalling it doesn't return the greyed out setting, it means something else has disabled them, not Classic Shell.

That did not make a difference! Same problem when shell is uninstalled and reinstalled :(

Then it is not related to Classic Shell as it makes no changes to user picture or lock screen picture. :) Something else is causing it to be greyed out.

Are you using a Microsoft account or local account in Windows 8? If using a Microsoft account (online credentials), the picture can be changed from Live Messenger or by going to http://profile.live.com.
If you are using a local account on Windows 8, open PC Settings. Go to "Personalize" section in PC Settings, then click 'Account Picture', click Browse and set the picture. To get more user pictures to show up in the PC Settings Browse... file picker, paste your images in %appdata%\Microsoft\Windows\AccountPictures.

Also, make sure this Group Policy is NOT enabled on the machine: Computer Configuration->Administrative Templates->Control Panel->User Accounts->Apply the default user logon picture to all users. If that policy is enabled, then the option to change the user picture might be greyed out in 'PC Settings'. Or you could just use that policy to change the user picture (but it will change for all users on that PC).

I just installed Classic Shell today and I also cannot change my user picture. The default picture shows up, but when going to user account there is absolutely no option to change my picture. It is not greyed out, it's just completely missing.

I am using a local account, not a Microsoft sign in account.

UPDATE:

OK I managed to change the picture, I clicked on User Accounts, then clicked on make changes to my account in PC Settings, it then opened up my apps and under PC Settings I clicked on the left side Personalize, then clicked on the right side Account Picture, then clicked on Browse and chose a picture from my computer.
