You need to make sure jump lists are enabled in your Start Menu. In Classic Start Menu settings, go to Main Menu tab and make sure "Enable jumplists" option is enabled.

You also need jumplists turned on at the operating system level. On Windows 10, the setting for it is in Settings app -> Personalization -> Start. "Show recently opened items in Jump Lists on Start or the taskbar".

Like I said above, you also need jumplists turned on at the operating system level. On Windows 10, the setting for it is in Settings app -> Personalization -> Start. "Show recently opened items in Jump Lists on Start or the taskbar". Turn it on.

Does the Steam app show jumplists on the Windows taskbar when you right click it?

I see that you are using Classic Shell 4.2.4. Try upgrading to Classic Shell 4.2.5 since it has a fix for jumplists not showing up in the new builds of Windows 10. Microsoft made changes to jumplists a number of times.

Start the shortcut called "Classic Shell Update" (located in All Programs\Classic Shell) and click the Check now button.
