Normally you can reorder Windows Explorer favorites with drag+drop (Move item). Newer (not sure which) versions of Classic Shell (including 4.10) break it such that the order is corrupted and any attempt to reorder the icons results in tooltip "Create link in Favorites", and creates a copy of the item when released, making it impossible to reorder the favorites. Very annoying bug.

Try temporarily uninstalling Classic Shell and see if the problem goes away. I am unable to reproduce the issue on my Windows 7 SP1 (if you've got exact steps how to reproduce the issue, please post them here). I am able to rearrange and reorder Explorer Favorites with the latest Classic Shell installed.

W7SP1.
I also have Quizo's QTTabbar installed.
Uninstalling Classic Shell makes it go away, reinstalling breaks.
How do I clear settings?

What if you uninstall QTTabbar and leave Classic Shell only?

I believe so. Uninstalling Classic immediately fixes (maybe after restarting Explorer), installing immediately breaks (maybe after restarting Explorer).
Uninstalling QTTabBar does not help (did not try reboot).
How do I reset classic shell settings?

Open Classic Explorer settings and click the Backup button -> Reset settings. Before you reset them, can you also save the XML and attach it here so we'll know if it happens with a specific combination of settings.

I got the problem again.
Classic Explorer settings 100% default.
May be a conflict between QTTabBar 512 and Classic Explorer 4.10, and also previous versions of both.
Resetting doesn't work this time.

You can try disabling the Classic Explorer settings one by one to see which feature in particular interferes with the reordering.

Uninstalled QTTabBar for testing.
Note that I am using Explorer in separate process. Is that relevant?
I deleted HKCU/Ivosoft/Classic Explorer and Classic Shell. It seems to partially fix it.
But dragging something into Favorites still calls it "foo - Shortcut" every time.
Every time I relaunch Explorer, the first time I try to move an item, it says "create link" but actually moves the shortcut, and the second time I drag, it says "move" and works properly.

Then when I install QTTabBar (build 513, recently updated), then the bug reappears.

Well, it seems my system is still messed up even after removing both.
Something's really wrong with my PC.
