I'm sure there is software out there that can make it rotate, like SolidWorks, or image software, like Adobe flash.
Could do a google search on how to draw a rotating ball.
Or just do it the old fashioned way like drawing a cartoon.
Draw extra longitude and latitude mesh lines to increase the amount of red and white spaces already there.
Then just the fill areas red/white one over each frame, progressing in one direction, so to give it rotation.

You could borrow one of their rotating balls like I put here. It is a gif.
You would need to use a free site like:
http://gifmaker.me/to split the gif into frames.
Then use those frames to make Classic Shell animated button.
Probably only use every other frame to speed it up?
The rest is up to you, to learn.
