You can do that in Windows 8/7/Vista already. Go to Personalization Control Panel -> Window Color and Appearance -> set the color there. On Windows 8, you can also set it to "Auto" so that it matches your wallpaper color.

Regarding taskbar color, it would be cool to do two things.

1. Have taskbar color and border colors of windows not be identical (or slightly off identical, as seems to be the case).

2. Control font color in addition to the actual color of the taskbar. This does not seem to be an option available in the greatly nerfed preferences in Windows 8.

Besides that, the color controller is not easy to use at all in the Microsoft preferences itself. I would love to be able to control/customize the taskbar, borders, and fonts more extensively than is currently easy to do. To be honest though, if I could make 8 look and function exactly like XP Bliss, I definitely would.

@petesimon, you seem to be using a third party theme on Windows 8.1. It's a jumplist which isn't part of Classic Shell. It's a Taskbar feature.
