I am looking for quite some time now how I can deactivate all the mouseover or mousehover effects under windows (in my case Windows 7 and Windows 8.1) e.g. when you move the mouse over icons at the Windows desktop every icon is highlighted with a blue transparent rectangle (so if I move over 5 rectangles they all are highlighted just by going over them). Quite many people seem to have that problem as helpforums in the Internet show but there is not really a solution mentioned for that problem (and I have checked a lot of registry entries/visual effects menus etc.). Do you have a solution for that problem? That would be outstanding and bring you into the hall of fame for Windows programmers.

If you have single click to open and point to select enabled, desktop and Explorer items can get selected when you hover over them. You can change this so you need to click them to select by going to Control Panel -> Folder Options -> General tab -> Double click to open an item.

However if you are using Windows 8 or the Aero theme in Windows 7, the background will still turn a faint shade of blue when you hover over them. This cannot be disabled. The items aren't really selected. If you use the Classic theme on Windows 7 from Personalization Control Panel, this effect goes away.
