Is there a way to make the left/right divider bar always visible in Win 8.1? It only becomes somewhat visible when the left pane has enough concent it has to be scrolled.

I installed uxtheme and an XP Luna style theme. Whomever designed the user interface for 8.1 should be taken out and flogged. Such a stupid design having everything all white with only the X button having a slight color change to indicate the active window. The Luna theme fixes up the taskbar decent and makes the window borders and titlebars blue.

The divider is always visible in the standard theme. If you have a custom theme maybe it sets both the divider and the background to the same color. Same goes for the active color - unless you pick gray as your glass color, there should be difference between active and inactive frame.
