Don't set any Classic Shell EXEs to run as administrator. Go to C:\Program Files\Classic Shell and click the shortcutitem called 'Start Menu Settings'. Does it open? If not then something is broken on your system.
You could try downloading and running the Classic Shell Utility from here (scroll down on that page):
http://www.classicshell.net/downloads/. Use it to remove Classic Shell.
Then reinstall the latest version using the installer. It will automatically elevate when needed so there is no need to run it as admin.
