What do you mean "Can't enable Num lock"? Does nothing happen when you press it?

Go to the Controls tab in the settings and change "Shift+Win" opens to "Nothing". Restart and see if there is any change.

OK, so let me get this straight.
If Classic Shell is not running, pressing NumLock toggles the light on your keyboard and switches between arrows and numbers.
If Classic Shell is running, pressing NumLock does nothing.
Is it stuck in arrows or numbers mode? What if you go to Metro, toggle NumLock, then go back to Desktop? Is it switched?

- YES
2. If Classic Shell is running, pressing NumLock does nothing.
- YES - However there is the correct confirmation sound.
3. It isn't stuck. It toggles between Arrows and nothing happens when digits are pressed.
4. What if you go to Metro, toggle NumLock, then go back to Desktop? Is it switched?
- No differens.

I still don't understand.
Lets say you are on the desktop and running Notepad.
What happens when you press the numpad keys? Numbers, arrows, or nothing? Is your NumLock light on?
Then press NumLock. As you said, the sound will play.

Then press NumLock again. As you said, the sound will play.

It looks like Mouse Keys are enabled on your system. Open Control Panel -> Ease of Access Center -> Make the mouse easier to use. Uncheck "Turn on mouse keys" and click OK.

Were the mouse keys turned on? If so, it might require a log out before the change takes effect.

Thanks for the help
Apparently the problem was caused by the mouse keys. Just like you wrote I also needed to log out before the change was implemented. Perhaps this is something to consider in the future generations of the Shell.

This is a Windows setting. :) Classic Shell doesn't turn on Mouse Keys which is usually off by default on any Windows system.
