What version of Windows are you using? Is the Classic Start Menu loading at startup?

Are you using any other app that may be interfering - another Start menu or Taskbar opacity or glass app?

Then it's hard to determine why the taskbar is not opaque even though the menu is launching at startup, and why opening Settings fixes it.

You could try Winaero Tweaker: http://winaero.com/comment.php?comment.news.1836. It has a Setting: 'Make taskbbar opaque at Windows startup' that might work reliably for you.
