Classic Shell doesn't do anything to disable the touch screen. That said, Classic Shell is not developed with a touch-first experience, so some functionality may be inaccessible. Some people have reported trouble performing right-click.

So if I install Classic Shell and it gives me trouble on the touch screen, can it be uninstalled and go back to a total Windows8 machine then?

Yes, Classic Shell can be uninstalled cleanly without leaving any permanent changes to your machine. Also most features can be turned on or off, so if you are having trouble with some of them you can still disable them and keep the rest.
