Post subject:  Skins can't customize all scroll bars in the Start Menu
In the Windows 10 Anniversary Update and earlier, Classic Shell skins could customize the scroll bars in the Classic Start Menu. Since the Creators Update, this has no longer worked for some scroll bars.

Because next windows 10 updates breaks some Classic Shell features.
