In Windows 7 the start menu always positioned the last selected first-level folder as the topmost presented in the menu the next time Start was clicked. For instance, I have a top-level folder "Banking and Retail" that contains many dozens of subfolders, so I scroll down to the one I want, click it to expand its contents and select the item I want. Windows 7 would the next time position the start menu with "Banking and Retail" as the top item. Classic Start Menu looks like it just remembers the last index position selected regardless of the subfolder depth, so when the Start menu is opened next it appears to be positioned at a "random" spot, looking like the "spot" was remembered from the last folder selected rather than the first.
Is it possible to more closely emulate the Windows 7 behaviour? or at least provide an option to enable this?

Are you talking about the Frequently used/Recently used area in the main Start Menu? I don't remember folder shortcuts there, only app/program shortcuts.

Where exactly is your "Banking and Retail" folder located and is there a pinned shortcut to it in the Start menu?

From the Classic start menu I click "All Programs" which displays a bunch of shortcuts followed by the first level of folders which the Metro interface did away with. When I click the folder "Banking and Retail" Classic start then opens that folder and positions the parent at the top of the display, which is correct. I scroll down to the one I want and open it no problem. Where the behaviour differs is the next time I open the start menu and select "All Programs" Win7 would have the Banking and Retail folder positioned as the top item, just not opened. With Classic start however I end up scrolling back up quite a ways. I could send an image if there were a way to attach to this post
