Reproduced 100% like this:
1. Set 2 (or maybe more) input languages in system
- I have English (United States) US Keyboard and Russian (Russian Keyboard).
2. Set Switching input methods to Let me set a different input method for each app window (Language preferences->Additional Date,Time, Regional->Change input method->Advanced settings)
- this is like it was in Windows 7: remembers input language for each application and auto switches on focusing window.
3. Open
Classic Start Menu and make sure ENG is active there.
4. Turn off action on Hover in settings.
5. Open some app and change input language there, so that status near clock says RUS (not ENG).
6. Move mouse to Start button, press LMB.
Result: Start menu is blinking fast for random amount of time (like, 2-10 seconds). Then is is shown normally.
At this time, input lang icon near clock (ENG/RUS) is blinking also.
Works fine with either:
-Start is called by hotkeys
-Start is called by Hover
-autohide taskbar is disabled
-when focused window input language is same as in Start
-when Start input lang is RUS and focused window's is ENG.
