This is possible using the other Start menu app called StartIsBack++ for Windows 10. It has some nifty taskbar improvements for the Windows 10 taskbar although its Start Menu is not as great as Classic Shell. But its Start Menu supports ms-styles (Windows theme format) and can apply those styles to the Taskbar too to bring back the Windows 7 or 8.1 look.
Unfortunately, the two products conflict with each other when used simultaneously, so you must use either Classic Shell or StartIsBack++.
