In the previous versions, I could do this, but in the 4.0 beta, the control_panel_categories is missing and even if I type it manually, it says it can't find it.
Is it a bug or will it be implemented later?

There is a new setting for it.
For the Classic style look for "Use Categories View" under Control Panel in the Special Items tab
For the Windows 7 style look for "Use Categories view for the Control Panel" at the bottom of the Main Menu tab

Nope, the command is gone. It was redundant (unless you really, really want to have both in the same menu).
