Personally I'd recommend
paint.NET , but I know some people here would probably disagree...
EDIT: I should note that while paint.NET is an excellent image editor, it requires this plugin:

Workflow is a bit awkward at times, but it's worth it IMO, for all the power paint.NET provides. Also, speaking of transparency, this may help you edit it:
