My coworker got Windows 8.1 and is heavily complaining about white text in the task bar. Is there a way to get black coloured text?

Unfortunately no, the text color can't be changed but the Taskbar can be made a darker shade from the Personalization Control Panel.

I am a Windows enthusiast and did Classic Shell's testing and usability/UX feedback.

More unfortunately, the taskbar colour is bound to the window title colour, that has black text.

That is fixable. First install UxStyle from http://uxstyle.com/ (Don't worry about the possibly bugged warning). Then install/apply this theme:
